Overview
PMO stands for Project Management Office. It can be used to describe a Programme Management Office or a Portfolio Management Office as well. A project will deliver work packages (deliverables), a programme will deliver outcomes, a portfolio will deliver strategic alignment of projects and/or programmes – and a PMO is an organisational unit to manage and standardise project governance. PMO’s create and maintain project documentation, version control, produce guides on best practice, track metrics, report progress, help with prioritisation, can provide internal audit capabilities and offer training.
Organisations may not have a PMO capability, recognise the need for one but do not contain the skills in-house to create one. Further, organisations may already have one and recognise it’s value could be improved. In both scenario’s Project Parker has the experience in the creation and maturing PMO’s and is able to offer these services in both a consulting and contracting capacity as outlined below.
Services
Enterprise PMO’s ensures projects align with the organisational strategy and goals. They are the highest level of PMO and report to the board members, with one board member taking accountability for the PMO. The PMO will have authority to execute strategic decisions and authority to make tactical decisions across all projects within the organisation.

Divisional/Functional PMO’s ensures projects align with the divisional strategy and goals. This allows a divisional or functional unit to define best practice governance and standards for their organisational/divisional unit. This can be key when recognising the ways of working for one unit do not work for the entire organisation. The divisional PMO will most likely report into the Organisational PMO using a standard defined at the Organisational PMO level. The Divisional/Functional PMO will have authority to execute strategic decisions and authority to make tactical decisions across all projects within the division. At agreed thresholds, the organisational PMO may need to seek approval from the Organisational PMO on strategic decisions. Further, the Organisational PMO may enforce/influence prioritisation of projects at the organisational level to ensure alignment with strategic goals at the Organisational level.

Project PMO’s are usually created as a result of large programmes of work, providing administrative support, controlling measures, monitoring and reporting capabilities. A project PMO may provide reporting information into a Divisional/Functional PMO or an Organisational PMO dependent upon the organisational hierarchy (and size).
